Chief Academic Officer

As RUSD's first Chief Academic Officer, Mrs. Lynn Carmen Day leads a K-12 vision for the district, creating a focused and coherent educational plan from pre-Kindergarten through 12th grade. She oversees the areas of Instructional Support (which includes Technology Support, Innovation and Learner Engagement, and Research, Assessment and Evaluation), and the Instructional Services (K-12), Common Core, and Special Education/Pupil Services Departments.

Mrs. Carmen Day brings more than 22 years of experience in education, including 17 years of experience in educational administration. Prior to coming to RUSD in July 2014, she served as Assistant Superintendent, Educational Services for the Covina Valley Unified School District. She previously taught at the middle and high school levels. She also served as a high school counselor, an Assistant Principal and Principal of Northview High School in Covina and California (Cal) High School in Whittier. During her time as principal, her schools saw a significant increase in student achievement. California High School earned the prestigious Golden Bell award from the California School Boards Association during her tenure for their work in building community partnerships.

She holds Bachelor's degrees in business administration and psychology and a Master's of Education degree from Azusa Pacific University. She also has earned teaching credentials in business education and psychology, and holds a Pupil Personnel Services Credential and Administrative Services Credentials.

 Mays Kakish Mays Kakish

Chief Business Officer and Governmental Relations

Mays Kakish, named ACSA's 2015 Business Services Administrator of the Year, comes to Riverside from Moreno Valley Unified School District, where she held the title of Chief Business Officer for four years. Prior to that, she served five years as an Assistant Superintendent for Beaumont Unified School District. She has also held titles such as Director of Business Services for the Riverside County Office of Education and Director of Fiscal Services/CBO for the Perris School District. Mrs. Kakish started her Business Career as an auditor for school districts, and has worked in the realm of education finance for over 18 years. She has a degree in Business Administration with Concentration on Accounting from California State University San Bernardino.

In addition to her leadership role with the RUSD, she is actively involved as a Board member of the Riverside Area Rape Crisis Center, serves as President of the ACSA Business Services Council, and serves on the California School Board Association's Education Adequacy Committee.

Mrs. Kakish's main responsibilities will include strategic planning and oversight of the District's finances, particularly in support of the distribution of Local Control Funding Formula (LCFF) funds and the Local Control Accountability Plan (LCAP). Leading the Business Services department, she will also oversee financial aspects of the District's facilities master plan, maintenance and operations, nutrition services, payroll, purchasing and transportation.

Mrs. Kakish brings to this position a balance of both technical knowledge of laws, contracts, and procedures along with strong and effective leadership.

 Antonio Garcia Antonio Garcia

Assistant Superintendent, Professional Growth Systems

As Assistant Superintendent of Professional Growth Systems (PGS), Mr. Antonio Garcia leads the work to improve teaching, learning, service, and leadership through the systematic, personalized support of Teachers, Administrators, and Classified Staff across the district.

Mr. Garcia began his career as a high school teacher in the Whittier Union High School District before coming to RUSD in 1999. He served our district as Assistant Principal of Matthew Gage Middle School, Principal of Central Middle School, and Principal of Arlington High School. Subsequently, he worked for the Riverside County Office of Education and then returned to RUSD as Assistant Superintendent of K-12 Curriculum & Instruction for several years before assuming his current position.

Mr. Garcia has been recognized for his equity-based work in improving teaching and learning, including ACSA Region 19 Middle Grades Principal-of-the-Year, RUSD Principal-of-the-Year, RASM Secondary Principal-of-the-Year, and Whittier High School Teacher-of-the-Year. Mr. Garcia holds a Bachelor’s degree from Stanford University and a Master’s degree from Brown University. He and his wife Maria, a teacher in RUSD, have two daughters, both products of RUSD schools.

 Dr. Ryan Lewis Dr. Ryan Lewis

Assistant Superintendent, Curriculum and Instruction K-12

Dr. Ryan Lewis began his teaching in Rochester City School District in New York. He moved to Corona Norco Unified School District in 1998. There he taught 3rd and 6th grade before moving to a Middle School, where he became the Student Advisor. In 2002, Ryan began his site administrative journey; he became the Assistant Principal for Foothill Elementary School and then moved to Temescal Valley Elementary. In 2004 he became the Principal of Vicentia Elementary school; in 2010, he opened Dr. Augustine Ramirez Intermediate School and in 2013 was then appointed to Principal at Santiago High School. From there he joined RUSD in 2016 as the Director of Secondary Education.

Dr. Lewis is a visionary who has collaborated with the District and Riverside County Office of Education to create programs and systems that best supported the sites he has been at. Ryan has been a key innovator in providing staff development at all his sites in Common Core, State Standards, engagement strategies, and intervention.

 Dr. Jacqueline Perez Dr. Jacqueline Perez

Assistant Superintendent Instructional Support K-12

Dr. Perez comes to Riverside Unified School District with a rich background filled with several leadership experiences. Most recently she has sat in the seats of High School Principal, Associate Superintendent, Teaching and Learning & Human Resources/Labor Relations, and Assistant Superintendent, Educational Services. In her current role as Assistant Superintendent, Instructional Support K-12, she leads the implementation and provision of innovation, technology, and research. She also has been facilitating the growth of RUSD’s up and coming leaders.

Dr. Perez is an active member in CALSA (California Association of Latino Superintendents & Administrators). She is currently on the Board of Directors as President.. Dr. Perez is excited about joining the RUSD team and supporting our district in all endeavors.

 Sergio San Martin Sergio San Martin

Assistant Superintendent, Operations

Sergio San Martin joined the Riverside Unified School District (RUSD) on July 1, 2016 from the Moreno Valley Unified School District (MVUSD), where he served as the District's Director III of Facilities Planning and Development. Sergio has more than 20 years of experience in Facilities in the field of education. and has earned his Master's Degree in Community Development, from California State Polytechnic University. He received his Certification of Educational Facilities Planning, from the University of California, Riverside.

Sergio comes with a wealth of knowledge with regards to accounting, planning, and development of District Capital Facilities Funds and Budgets. He is a member of the American Planning Association (APA), Coalition for Adequate School Housing, and the Association of California School Administrators (ACSA).

At MVUSD, Sergio managed the planning and development of new construction, modernization, and renovation of local and state funding projects. He also oversaw the preparation of all state funding applications, expenditure reports, demographic analysis, enrollment projections, developer fee reports, and supervised the District's CAD & geographical information systems (GIS).

Sergio has also worked in some of our neighboring school districts such as Anaheim City School District, as the Senior Facilities Planner, and Santa Ana Unified School District, as the Assistant Director Facilities & Governmental Relations. We are excited to have him join the RUSD family.

 Timothy Walker Timothy Walker

Assistant Superintendent, Pupil Services & SELPA, Special Education

Mr. Tim Walker has over 30 years of experience in the field of education. Mr. Walker joined RUSD in January of 2009 as the Director V of Special Education/SELPA. A year later he became responsible for an additional department and accepted his current position. In addition to his 15 years of work with special education students in the classroom, Mr. Walker has held administrative positions in a number of districts including serving as: Director of Special Education, Assistant Superintendent of Special Education, Assistant Superintendent of Instructional Services and Deputy Superintendent.

Mr. Walker earned a Bachelor of Arts degree in recreation/physical education from USC and a Master of Arts degree in human development from Pacific Oaks College.He later earned a Master's degree in education and an Educational Specialist degree from Point Loma University. Mr. Walker holds a multiple subject, learning handicapped and severely handicapped teaching credential as well as an administrative services credential.

Mr. Walker met his wife, Ellen, in high school and together they are the parents of a set of triplets, all of whom attended public schools.

 Kyley Ybarra Kyley Ybarra

Assistant Superintendent, Department of Personnel Leadership and Development

Kyley has served successfully at a variety of diverse school sites as well as the District setting. The depth of her experience has prepared her to succeed in a collaborative, professional, and supportive role as the Assistant Superintendent of Personnel.

With twenty-two years of experience as a public educator and twenty of those years here at RUSD, she brings a vast level of experience and institutional knowledge. Kyley is the current Assistant Superintendent of Personnel, and has prior experience as a site principal at the elementary and secondary level, a counselor, instructional coach and teacher.

Being a product of Riverside Unified, she has had the opportunity to work in every "cluster" within the District. She is an active member of the greater community and prides herself on having the ability to join together many different cultures and groups in order to focus on what is best for everyone within RUSD.
