Riverside Unified School District Approves the Renewal of Encore High School for the Arts – Riverside, with Changes

At its meeting on March 18, 2020, the Riverside Unified School District Board of Education voted unanimously to grant the renewal petition of Encore High School for the Arts – Riverside, subject to the terms of a Memorandum of Understanding (MOU) jointly developed by District and Encore representatives.

The renewal term commences July 1, 2020 and continues for a period of five years, unless the charter school is earlier closed as outlined in the MOU.

Approximately 700 students have been served by Encore-Riverside during the 2019-20 school year. Encore-Riverside anticipates that at least 600 students will be enrolled in the fall of 2020, and plans to house students at a single facility in downtown Riverside.

The MOU sets forth a Corrective Action Plan for the renewal term that includes the following:

• A new Charter School Board will be established, specific to Encore-Riverside, comprised of five members, three appointed by the District, and two appointed by Encore Education Corporation. The new governing board will be responsible for making all decisions relating to academics, finances, and personnel for Encore-Riverside.

• An Executive Director and Chief Business Officer will be hired by the new Charter School Board in July 2020 to serve as lead administrators. The search for those positions will be facilitated by District administration. The current positions of CEO and COO will be eliminated for Encore-Riverside.

• The renewal charter petition must be revised by Encore-Riverside to address several areas of concerns identified by District staff during the charter review process.

• Encore-Riverside must show improvement in both academics and fiscal condition at specified periods. Failure to meet certain benchmarks could result in an early school closure, without formal revocation proceedings.

In taking action on the charter renewal, members of the District Board of Education expressed appreciation for the collaborative efforts of Encore and District staff to develop a plan to enable the charter school to continue operations into next school year.
