In 2012 and 2013 the Riverside Unified School District Board of Education agreed to change from the longstanding process of selecting Board of Education members through an "at-large" elections process and move to elections "by-trustee area." Although there were numerous public meetings and discussions on the topic, the critical steps in this decision process are captured in four action items as follows (click on links to see detail):

Resolution 2011/12-86 - Resolution of the Board of Education of the Riverside Unified School District Recommending that the Riverside County Committee on School District Organization Approve a By-Trustee Area Election Process (June 18, 2012)

General Waiver Request - Request that the State Board of Education waiver portions of California Education Code Sections 5019, 5021, 5030 and all of 5020. (July 16, 2012) See also the State Board of Education's November 7 & 8, 2012 Agenda Item W-11, Waiver Number 36-7-2012.

Resolution 2012/13-03 - Resolution of the Board of Education of the Riverside Unified School District Recommending that the Riverside County Committee on School District Organization Approve and Establish Trustee Areas From Which District Governing Board Members will be Elected in a By-Trustee Area Election Process (September 17, 2012)

Resolution 2012/13-41 - Resolution of the Board of Education of the Riverside Unified School District Making Technical Refinements to the Previously Approved Trustee Areas from which District Governing Board Members will be Elected in a By-Trustee Area Election Process (March 4, 2013)

On October 18, 2012, the Riverside County Committee on School District Organization (SDO) approved the proposed Trustee Area boundary areas for the school district.

One of the criterion the Board of Education set for establishing Trustee Areas was that no single Trustee would represent only one high school attendance area. To this end, the adopted Trustee Areas do not take school attendance boundaries in to consideration. Each Trustee Area includes multiple schools (physical location of the school) and multiple school attendance boundaries.

The final Trustee Area map adopted by the Board of Education is available in several formats, each presented below:
